Comprehensive developmental school counseling is a program, not a constellation of supplemental or ancillary services. It is integrated into the whole educational program and is designed to reach all students. It is both prevention and intervention focused. It is organized and implemented systematically by certified professional  school counselors in collaboration with other professionals. It is accountable and evaluation-based.
